The Frederick Douglass National Historic Site is located in the District of Columbia. It preserves the home of Frederick Douglass which is known as Cedar Hill. Douglass was perhaps the most famous African American of the nineteenth century. A former slave, Douglass was a strong proponent of equality, not only for African Americans, but also other groups such as women.

Each roll is wrapped in special Mint wrapping indicating its face value of $10, the specific strikes within (Douglass National Historic Site Quarters) and an initial showing which Minting facility produced them (P for Philadelphia or D for Denver).
